a.) Gender Breakup- Male employability rose from 47% (2020) to 54% (2026). Female employability experienced a sharper upward trajectory, climbing from 34% (2020) to 52% (2026). - The AI Readiness Cushion- The International Monetary Fund’s (IMF) AI Preparedness Index scored India at 49.3, outperforming the baseline average of 42.1 recorded for emerging and developing economies.
- The Global Talent Arbitrage Opportunity- By 2030, while global labor shortages are projected to cross 85 million, India is estimated to generate a structural surplus of 45 million skilled professionals, positioning it to serve as a primary global talent hub.
- Demographic Window- India currently has over 54% of its population below 25 years of age and more than 62% in the working-age bracket (15–59 years), a demographic dividend window closing around 2040.

2. Foundational Phase- Building Skills from an Early Age
A. Samagra Shiksha Scheme- Anchored in SDG-4 (Education), it treats school learning as a single continuum.
- Implemented vocational skilling initiatives across 25,140 schools, covering over 35.5 lakh students across 138 approved job roles.
- Deploys a Hub and Spoke Model across 975 spoke schools to maximize access to infrastructure.
- The Ministry of Skill Development and Entrepreneurship (MSDE) has deployed 1,200 specialized vocational labs across 400 Jawahar Navodaya Vidyalayas (JNVs) and 200 Eklavya Model Residential Schools (EMRSs).
B. PM SHRI Schools- Exemplar schools built to drive the National Education Policy (NEP) 2020 frameworks. As of June 2026, 13,092 schools have been developed across 776 districts.
C. Atal Tinkering Laboratories (ATLs)- Established by the Atal Innovation Mission to build neoteric innovators. Over 10,000 ATLs are operational across 722 districts, engaging 1.1 crore students.
D. Skilling for AI Readiness (SOAR)- Partnered with Microsoft, HCL Technologies, and NASSCOM to provide structured AI literacy tracks across Classes VI–XII, enrolling 2.30 lakh students.
E. YUVA AI for ALL- Launched under the IndiaAI Mission in November 2025 as a free, 4.5-hour self-paced baseline course. Available on FutureSkills Prime and iGOT Karmayogi, it has crossed 85.27 lakh total enrollments.
F. Vidyanjali Programme- Community and private corporate volunteer interface that has onboarded 8,44,925 schools and benefited over 2.04 crore students.

3.Executive Core- Performance of the Skill India Mission
- The Skill India Mission provides National Skills Qualifications Framework (NSQF)-aligned upskilling tracks-
A. Pradhan Mantri Kaushal Vikas Yojana (PMKVY 4.0)
- Outreach- Short-term flagship training scheme that has successfully trained 28.17 lakh candidatesacross 36 sectors and 738 districts.
- Future-Proofing- Introduced 68 customized courses and 189 specific future-skill job roles (such as aerospace, AI, clean tech) deployed across 16,900 institutions and 6,800 dedicated Skill Hubs.
B. Jan Shikshan Sansthan (JSS)
- Target Audience- Non-formal skill training for neo-literates and school dropouts using 100% government funding routed through local NGOs.
- Inclusion Footprint- Trained 36.52 lakh beneficiaries since 2018, including 4.8 lakh tribal citizens. Notably, women constitute more than 82% of all JSS beneficiaries.
- Market Access- Formally linked to the UdyamKart portal since December 2024 to enable micro-entrepreneurs to sell indigenous products directly.
C. National Apprenticeship Promotion Scheme (NAPS 2.0)
- Financial Mechanism- An Earn While You Learn rail where the government directly deposits 25% of the stipend (capped at ₹1,500/month) via Direct Benefit Transfer (DBT), while employers cover the remaining 75%.
- Scale- Engaged 54.41 lakh apprentices since 2016. Over ₹562.75 crore was disbursed via 40.10 lakh DBT transactions between April 2025 and March 2026.
D. Craftsmen Training Scheme (CTS) & PM-SETU
- CTS Infrastructure- Operates long-term vocational programs across 13,888 Industrial Training Institutes (ITIs), scaling enrollments to 14.70 lakh in FY 2025-26.
- PM-SETU Transformation- Launched in 2025 to upgrade 1,000 government ITIs into advanced centers using a hub-and-spoke cluster module (200 Hub ITIs and 800 Spoke ITIs) to train 20 lakh youth.
- Andhra Pradesh became the first state to operationalize this via the Visakhapatnam ITI Cluster.
- Strategic Investment Plans (SIPs) worth ₹1,237.58 crore have been approved for clusters across Odisha, Gujarat, and Telangana.
4. Advanced Digital Infrastructure & Employment Incentives
- FutureSkills Prime- A collaborative platform between MeitY and NASSCOM hosting 2,800+ emerging tech pathways. It has crossed 33 lakh registered users, with women constituting 41% of the learner base across 740 Tier-2 and Tier-3 cities.
- Pradhan Mantri Viksit Bharat Rozgar Yojana (2025)- Focuses on formal workforce entry by offering a one-time incentive of up to ₹15,000 in two installments to first-time employees registered with the EPFO. It also provides employers with up to ₹3,000/month for two years per additional employee hired.
- Impact- Supported the creation of 15 lakh employment opportunities with ₹2,400 crore disbursed.
5. Entrepreneurship & Targeted Gender Skilling
- PM Vishwakarma- Provides end-to-end framework alignment (skill upgrades, toolkit incentives, credit access) for traditional craftsmen. As of June 2026, 24.50 lakh applicants have completed basic training, with ₹5,165.84 crore in institutional loans sanctioned.
- AI Careers for Women (2025)- An intensive 320-hour program targeting young women in rural undergraduate institutions, operating via 25 specialized AI Centres of Excellence. It has reached over 10,000 students.
- Swavalambini- Executed in partnership with NITI Aayog’s Women Entrepreneurship Platform across Assam, Meghalaya, Mizoram, UP, and Telangana to drive business awareness among women.
- NAVYA Scheme- Launched in June 2025 by MSDE and the Ministry of WCD. Targets adolescent girls (16–18 years) in aspirational districts to build financial literacy, digital competencies, and green job skill sets under PMKVY 4.0.

- AVGC Content Creator Labs- Planned across 15,000 schools and 500 colleges to support the animation, visual effects, gaming, and comics sector.
- Geriatric Care Pipeline- NSQF-aligned tracks to train 1.5 lakh multi-skilled caregivers in elderly and allied care.
- University Townships- Setting up five specialized townships near industrial and logistics corridors to integrate higher education with on-site industrial skilling.
- Tourism Upskilling- A pilot program to upscale 10,000 tourist guides through a standardized, 12-week hybrid module.
